I'd like to be recruiting him, at this point, but is it a big deal? Not really. QC is, in all likelihood, a long shot. I'm assuming that Gary and the staff felt him out, decided we don't have a great shot, and moved on to Cezar Guerrero (hopefully) and Shannon Scott. I'd still like to be showing him token interest, but I don't want the staff to put too much into him if he's not coming.
